Before the members of an organization are able to effectively implement parliamentary procedure, they must know how to use it properly.  Organizations often call upon parliamentarians to educate their members on the principles and intelligent use of parliamentary procedure.

One of the biggest reasons that most people dislike parliamentary procedure is that they have never seen it used effectively.  A combination of misinformation and manipulation very quickly corrupts a good system to the extent that “parliamentary procedure” seems wooden, arbitrary, or, even worse, harmful.
